    Now that you have been appointed Minister of Economy this puts you in an excellent position to do something about the abuses you wrote to me about in several of your email messages. To help you refresh your memory I've provided copies of several of the messages which appear below.

    For instance, you should now be in a position to gather evidence about the violation of the Serbian oil embargo that you claimed, per your November 3, 2008 email, was perpetrated by Sali Berisha. You are also now in a position to do something about the abuses in the telecom sector such as the deal between Berisha and Fatos Nano to sell Albtelecom to the Turks that you referred to in your December 7, 2006 email. Based on your comments, it appears there is a case to investigate both Berisha and Nano for corrupt practices. You are also in the position to finally do something about the telecom interconnection fee abuse that continues to burden Albanians with calling rates that are among the highest in the world. Nano and Berisha have helped perpetuate these fee arrangements, and as you know quite well, Meta was instrumental in setting up these structures so you are in a particularly good position to help unwind these biased agreements for the benefit of the people of Albania.

    I am also suggesting that you use your office to investigate the Meico arms deals to determine if Sali Berisha, Shkelzen Berisha or Fatmir Mediu in any way profited from these transactions and/or conspired to violate U.S. statutes related to the shipment of Chinese manufactured weapons. A good place to start is the AEY deal. As you are aware, the U.S. Department of Justice recently convicted three Americans who represented AEY in conjunction with Albania's illegal sale of Chinese manufactured AK-47 ammunition to the U.S. government. You may recall that Kosta Trebicka alleged that friends and family of Sali Berisha were involved in the AEY deal. I also have information that indicates that Meico trafficked in other Chinese manufactured weapons that may have been distributed to U.S. military operations.

    There's also a Nov. 7, 2004 email from you that discusses the package of information about corrupt practices of Fatos Nano that you arranged to have delivered to American government officials here in the U.S. Unless this information was fabricated, it would appear you have information that could help incriminate Nano. Will you act on this information in an effort to indict Nano now that you are in the position to do something about this?

    I would also like to know if Fatmir Mediu, in his new assignment as Minister of Environment, is any way in a position to personally profit from transactions in the carbon offset and/or cap-and-trade market. I would assume that for him to capitalize on these transactions would in some way require cooperation with your ministry, so I hope you will be vigilant in making sure there are no abuses in this regard.

    I hope you are still interested in assisting with the prosecution of any individuals engaged in corrupt practices even if they may be part of your government, and several of the logical suspects include Sali Berisha, Fatmir Mediu, Lulzim Basha, and Ilir Meta. I would be happy to provide assistance to help expose these officials, and you are well aware that I am capable of taking such action if warranted.

    Of course, there's always the possibility that you just engaged in various manipulations so that you could maneuver yourself into a position where you can line your pockets and that you have no genuine interest in moving Albania forward. I hope this isn't the case, but time will tell.

    What proof? When New World went away nothing happened. Nano sold it to Turks and Berisha blessed it. There was an attempt from Nano to sell 2nd mobile license to Vodafone with half the price offered. Meta refused to do it and Nano went after Meta and removed him from power. I was Meta's chief of staff at that time and I know everything.

    12-7-06 email from Prifti:

    Some opposition MP-s are thinking of asking for an investigation of Berisha oil emargo violation. I do not know if there is anything to be done to prosecute him for violating the embargo. Any international institutions or people we can talk to about this? We would like to know if the international conventions or regulations in the UN forsee any such actions and what can be done? Can you help in this direction? Mr. Sabit Brokaj has told me that the memoirs of some Greek (must check again who) published shed light on a secret deal between Berisha and the Greek government to supply Serbia with oil. I will check the source and name again and let you know.


    12/04 email from prifti:

    Fatos Nano has publicly said today that foreign intelligent sevices have informed him of your activity and that I have openly accepted it in his office that I am supporting you. He said many more things about me and I will respond to him openly and strongly. I want you to protest openly to your government and embassy here that they are illegally following/spying you and me. I want you to make it public that you request protection for me and yourself. Respond as strongly as you can. If you need official, signed statements from me, just say so. I will definitely provide every detail of what we have talked about. Make the case officially and I will be in support. Protest in front of the institutions because foundamental freedoms are being tramped upon. You will hear very soon my response. Thanks.

    In the package there is a fax where the individuals interested in getting this thing done mention Nano as someone they gave a copy of the papars to. Of course there was not much in writing then. Nano's lawyer from Switzerland wanted 5% of the deal and this is a document. Nano was not in power than, but he went to Meta who was PM with the proposal. After the US embassy told us that it may be a money laundry operation we stopped it and nothing happened. I suggested at the time to the US person I got counsel from that we could pretend to play this game and see what comes out of it, but we were not encouraged to do it. There are many more names I could provide from the criminal side, including Swiss, Norwegian, Swedish, etc, but they were people who were to handle the operation and appear in no paper trail. Those are the documents I have, including a voice interview of Meta denouncing on TV this deal.

    Just for your information, yesterday I got a sms (cell phone message) by one of the Norwegian intermediaries of this deal saying one word "congratulations". I do not know what it means. Maybe it is about my election as head of Tirana party branch, but it came a week late from the occasion. Could it be that they know of what I have sent.
