    WASHINGTON (AFP) — US Secretary of State Condoleezza Rice met her visiting Albanian

    counterpart Lulzim Basha here Tuesday to discuss the future of Kosovo and Tirana's bid to join NATO, a Rice spokesman said.

    "The secretary certainly encouraged Albania to continue the progress that it's made along the specific criteria that NATO has outlined as part of the membership action plan," deputy State Department spokesman Tom Casey said.

    "And I believe the secretary also did have an opportunity to thank the Albanian foreign minister for Albania's continuing contributions in the war on terror, including in Iraq and Afghanistan," he told reporters.

    The two also discussed the situation in Kosovo, Casey said without elaborating.

Albanian FM to lobby for Kosovo independence

    Albanian FM to lobby for Kosovo independence at UN headquarters

    TIRANA -- Albanian Foreign Minister Besnik Mustafaj will head a delegation to New York on
    Kosova Map
    Wednesday to lobby the UN Security Council for Kosovo's independence, the government said on Tuesday.

    Mustafaj will hold talks with the ambassadors of the five permanent Security Council members and seek a special meeting with UN Secretary-General Ban Ki-moon, the Foreign Ministry said in a statement.

    "Albania expresses its profound gratitude to President Martti Ahtisaari for his extraordinary contribution to the solution of Kosovo's final status," Mustafaj was quoted as saying in the statement.

    "His recommendation of supervised independence for Kosovo has taken into consideration historical backgrounds, the present reality as well as the urgent need for political and economic stability in Kosovo," said the statement.

Strong ties confirmed between Turkey and Albania

    We were in Tirana on Thursday and Friday in connection with Foreign Minister and Deputy Prime Minister Abdullah Gül's two-day visit to Albania.

    For Gül, relations between Albania and Turkey go beyond ordinary friendly ties. Gül's program consisted of meetings with Albanian Foreign Minister Besnik Mustafaj, Prime Minister Sali Berişa and Parliament Speaker Jozefina Topalli as well as an address to be delivered to the Turkish-Albanian Business Council and a meeting with representatives of the local Turkish community. This intense program did not prevent us from taking a tour of the city.

    I must note, the warm quality and characteristics of the Mediterranean people are reflected in the hospitality of Albanians. This is also what was stressed by Gül. In answering our questions at the end of the official meetings, Gül stated that Turkey's support for Albania has been welcomed and appreciated and that they intend to improve bilateral relations and make a number of deals with Albania.

MEPs urge Albania to implement reforms, fight crime

    Brussels- Members of European Parliament (MEPs) welcomed Albania’s signature of Stabilisation and Association Agreement (SAA) with EU but urged the government to strictly implement reforms and fight more against corruption and organised crime.

    “Albania needs to demonstrate more tangible results in reforms before it can move to any further stage in European integration,” MEPs said in a motion for resolution.

    “The EP is particularly concerned about lack of progress as regards full implementation of adopted laws, considerable strengthening of administrative capacity, reform of the judiciary, the fight against organised crime and promotion of free and independent media,” MEPs said.

    MEPs said that trafficking in human beings and smuggling of drugs “continues to be of particular concern” and urged Albanian government led by Sali Berisha “to show further substantial progress in combating these forms of organised crime as a prerequisite for the deepening of cooperation with the Union”.

Albania, Croatia, Macedonia hope to join NATO in 2008


    The foreign ministers of Albania, Croatia and Macedonia said on Tuesday they expect a clear signal from the November NATO summit in Riga that their countries will be invited to join the Alliance in 2008.

    Albania, Croatia and Macedonia said on Tuesday (25 April) that they expect to get a clear signal from NATO in November that they will be invited to join the 26-nation Alliance soon after.

    In the spirit of the 1998 US-Baltic Charter, in early May 2003, the three Balkan countries signed an Adriatic Charter with the United States, aimed at facilitating their integration into NATO.

    Some seven months before the Alliance's summit in Riga in November, the foreign and defence ministers of the three Adriatic Charter countries and their Estonian, Latvian and Lithuanian counterparts gathered for a two-day meeting Tuesday on Croatia's Brijuni islands. A US delegation, led by Deputy Assistant Secretary of State for European and Eurasian affairs Rosemary DiCarlo, is also taking part in the discussions.

    European Union vocation, at a Breakfast Policy Briefing hosted by the European Policy Centre in collaboration with the King Baudouin Foundation. Antonio Missiroli, EPC Chief Policy Analyst, chaired the briefing.

    A question and answer session followed. This is not an official record of the proceedings, and specific remarks are not necessarily attributable.

    Besnik Mustafaj declared that his government was working to make democracy a reality in Albania. It won the July 2005 election on the basis of three main priorities: to fight corruption; combat organised crime; and undertake the reforms necessary for Albania’s eventual integration into both the EU and NATO.

    The Minister said that to improve Albania’s external relations, "we need to start by reforming our internal politics". He stressed the difficulty posed by the apparent normality of Albania, where powers are clearly separated and economic growth is 6%. This, he said, did not portray the reality on the ground, as imports and internal production had stagnated. The growth was mainly a result of remittances from the diaspora or "dirty money" invested in real estate.

Albania has no history of anti-Semitism

    Israel and Albania are looking to have closer ties with an increase of interest in the economic and political spheres. These prospects were given a massive boost when a high-ranking Israeli official visited Tirana last month.

    Israeli firms are interested in investing in a number of sectors, including telecommunications,

    healthcare, energy and high tech. An Israeli Foreign Ministry delegation, led by the ministry’s deputy director, Ambassador Mark Sofer was happy with bilateral contacts between the two nations.

    "Good relations"

    "Israel and Albania have had good relations in these 15 years, and we signed in Tirana an economic and political agreement between both countries. With Albanian officials we also discussed the Middle East situation and the Balkans, which remain crucial issues for both countries," Sofer told the Albanian media.

    While in Tirana, the delegation met with Albanian Deputy Foreign Minister Edith Harxhi.

Signing of EU-Albania Agreement Postponed

    EU Officials are very concerned about the new developments of Albania Politic. Berisha government has approved recently a serial of notorious and unconstitutional laws, including that of "Legalization"="Taking or Confiscating the other's property and giving to another person for $1,000-$4,000 price", which has raised doubts and concerns on Equality of Human Rights between Albanians regarding Property Rights.

    The signing of the Stabilization and Association Agreement between Albania and the EU has been postponed until May, not in this month as initially scheduled, local media reported on Saturday.

    EU officials have said in Brussels after a meeting with Albanian foreign minister Besnik Mustafaj that the SAA agreement is expected to be signed at next month's meeting of foreign ministers of the 25 member nations which are to meet on May 15-16 in Brussels, not at the meeting to be held on April 10-11.

    It was reported that the signing was postponed because of technical delays on translation and the verification of the text of the deal. "The European Commission needs some time to translate the text into 20 EU official languages, and the 25 member countries also need time for the jurisdictional approval of the text," EU officials said.
